Members of the CEAL@UNC Advisory Board recently met with representatives from the Government Accountability Office to share information relevant to the Centers for Medicare & Medicaid Services’ (CMS) 2024 Final Rule on Home- and Community-Based Services (HCBS) waiver requirements and related oversight.
The conversation included updating the definition of assisted living not as “facilities” but rather as communities; the role of public funding within a sector that remains largely private-pay; the importance of state-level regulation and transparency of services and outcomes; the benefit of publicly-available information to educate consumers; and the need for clear and consistent guidance from CMS related to implementing the 2024 Final Rule.
