CEAL@UNC submitted commentary to the 2028 Medicaid Home and Community-Based Services (HCBS) Quality Measure Set (CMS-2453-NC) proposed by the Centers for Medicare & Medicaid Services. The Quality Measure Set was developed to provide CMS and states with comparative quality data on HCBS programs and to drive improvement in quality of care and outcomes for people receiving HCBS.
CEAL@UNC’s comments recognize the position of assisted living in HCBS programs, noting that ~17% of residents use Medicaid as a payor source. Our comments (below) express support for the underlying goals of advancing transparency, accountability, and quality improvement in assisted living, while identifying areas of concern related to the representativeness of data, applicability of the proposed quality measures to assisted living, and issues related to the feasibility and unintended consequences of data collection. Recommendations to improve the responsiveness and use of measures in assisted living are included.
